2010/11 SolarGenerations Applicants
SolarGenerations Reservations To Be Issued To All Remaining Applicants

On August 25, 2010, the Public Utilities Commission (PUCN) unanimously voted to accept NV Energy’s request to issue incentive reservations to the applicants in the SolarGenerations program who did not received reservations in steps 1, 2, or 3. The work by NV Energy and the PUCN will help the solar industry and Nevada’s economy, and will allow hundreds of additional individuals, businesses, local governments, non-profit organizations, and schools to save money by producing their own energy with solar power. NV Energy’s response to the overwhelming demand for the solar incentive program is unprecedented in the country and will help strengthen Nevada’s role as one of the top solar generating states in the nation.
During the next week, NV Energy will send incentive reservations to the remaining SolarGenerations applicants who applied in April but who have not yet received a reservation. Thank you for your patience during this process.
Reservations Issued for All Steps 1, 2 and 3 Category Applicants

NV Energy issued incentive reservations to applicants in all categories for steps 1, 2, and 3 of the solar incentive program for the maximum capacities allowed per current program guidelines and regulations. Some applicants who applied to the program in April did not receive a reservation and NV Energy is still working to find a way to help them with their projects. Steps 2 and 3 have been released for all categories up to the current capacity levels available.

NV Energy has petitioned the Public Utilities Commission of Nevada (PUCN) for permission to award reservations to all applicants who applied to the SolarGenerations program in April. In June, the Commission ordered that NV Energy could issue reservations for steps 1, 2 and 3 at the Step 1 rebate level and clarified the funding available for the program. The Commission set for further proceedings the timing of the payment of incentives and the status of those who did not receive a reservation in Steps 1, 2, or 3.
On July 29, 2010, NV Energy asked for clarification of the Order and requested a reallocation of capacity from schools to the public building category. If the petition is granted there should be sufficient capacity in Steps 1 – 3 to fulfill all application requests in these categories as well as in the residential/small business category.
We’d like to thank everyone for their patience while NV Energy works through these important issues with the Commission. We believe that all Nevadans will benefit from these efforts that represent a significant step forward for solar energy development in our state.
SolarGenerations Step One Reservations Awarded
May 2010
NV Energy has awarded 240 applicants, representing over 4.5 megawatts of solar projects, Step One reservations. These applicants have been notified by certified mail and can now begin construction of their new solar PV systems.
The 2010/11 SolarGenerations incentive program opened at noon on April 21, 2010, with 3 years of available capacity allocated by the Public Utilities Commission of Nevada (PUCN). NV Energy successfully accepted over 1,000 applications, representing more than twice the three years of capacity. The response to the open application period was far greater than anticipated and because of the increased interest in the program, NV Energy is taking steps to ensure that everyone who applied will have an opportunity to benefit from the SolarGenerations incentive program.
Under the current program guidelines, NV Energy would be required to limit program participation to available capacity. This process would limit the number of participants and result in numerous unapproved projects.
NV Energy is seeking approval from the PUCN to grant a waiver to the current regulations governing how NV Energy administers the program and has proposed granting a reservation to every applicant who submitted a complete application between April 21 and April 26 of 2010. In addition, to ensure fair treatment of all those who applied to the incentive program, NV Energy is proposing to pay the same incentive rate per watt by category to all qualifying applicants. This proposed plan could benefit customers by increasing the incentive reservations by an additional 14 megawatts and by providing larger incentive payments to participants, and would result in immediate job growth in the renewable energy industry.
NV Energy filed these proposals with the PUCN on May 21 and anticipates the Commission will process the petition during the next few months. Once NV Energy has been notified of the PUCN’s decision, the details of how to proceed will be communicated to applicants.
