What's New with the 2009 Renewable Energy RFP?

2009 Target RFP Schedule

NV Energy is issuing this RFP to interested parties with the intent of securing electric power requirements and the associated portfolio energy credits from renewable resources under terms and conditions favorable to NV Energy's customers. This RFP is consistent with NV Energy's objective to obtain safe, reliable, and adequate power supplies for its customers at the lowest reasonable cost and in an environmentally responsible manner.

NV Energy supports the acquisition of cost-effective renewable energy, as demonstrated by its current renewable energy programs. Through this RFP process, NV Energy is seeking the following types of renewable technologies, as defined by Nevada law.

NV Energy is expecting to acquire renewable energy from multiple generating facilities to meet, at a minimum, the mandated Renewable Portfolio Standard target of 12% of retail sales coming from renewable resources in 2009-2010, 15% in 2011-2012, 18% in 2013-2014, 20% in 2015-2019, 22% in 2020-2024, and 25% by 2025.

This RFP is open to parties who currently own, are constructing or developing, or have rights to a renewable energy generating facility — with a minimum capacity of 1 MW alternating current (AC). Respondents to this RFP should (i) provide offers for the supply of renewable energy and portfolio energy credits as a bundled product, and/or (ii) offers for the sale, transfer, or joint development of a renewable energy generating facility. This RFP will not consider demand side, energy efficiency, or portfolio energy credit-only proposals.

Renewable energy and portfolio energy credit sales to NV Energy may begin in 2010 and should have a minimum capacity of 1 MW AC. Potential options for sale of a site for development, turnkey generating facility, or project ownership transfer, may also begin in 2010 and should have a minimum capacity of 1 MW AC. Any proposed transaction proposal submitted in this RFP must include renewable energy, portfolio energy credits, and all other environmental benefits of the generating facility.

The Interconnection procedures are found on both websites under the Open Access Transmission Tariff folder - (Tariff Attachments N and O) under the Large Generation Interconnection and Small Generations Interconnection Procedures Tariffs. Facility Interconnection Requirements are found under the Transmission Information Folder - "Facility Connection Requirements-Transmission/End Users" document.

2009 Bidders Conference

NV Energy hosted a Bidders Conference on September 3, 2009 at its Las Vegas Headquarters. Attendance options at the conference included in-person and webinar.  At the conference, representatives of NV Energy provided additional detail on the 2009 Renewable Energy RFP and answered respondent questions. Questions and Answers for the NV Energy 2009 Renewable RFP

More than 200 individuals attended the Sept. 3, 2009 RFP Bidders Conference in person or via webinar.  Numerous questions were asked during the conference and shortly following the presentation by David Hicks, Director of Renewable Energy Procurement and Technical Services.  Questions and answers can be accessed through the link below.  Additional questions can be submitted until Sept. 28, 2009, at this email address RenewablesRFP@NVEnergy.com.  Additional questions and answers will be released when complete.
