2014-2015 Renewable Energy RFP

General Information

NV Energy has announced that it is seeking proposals to secure an additional 100 megawatts of renewable energy resources for Southern Nevada customers as part of its 2015 Request for Proposals (RFP) for renewable energy resources. The 2015 RFP has been combined with the previously issued 2014 renewable energy RFP for a total of up to 200 megawatts of new renewable energy resources.

The company had issued a 100-megawatt Renewable Energy RFP in October 2014, with plans to issue an additional 100 megawatt RFP in late 2015. However, in response to comments raised by the Public Utilities Commission of Nevada and interested stakeholders regarding the ability to develop additional renewable energy resources prior to the expiration of certain federal energy tax credits and other public-interest benefits, the Commission recently issued an order that requested NV Energy to accelerate issuance of the 2015 RFP and combine it with the previously-issued 2014 RFP for evaluation and negotiations with winning bidders.

Bidders in the original 2014 RFP will be provided an opportunity to refresh their original proposals.

This initiative is being conducted in accordance with Senate Bill 123, including NRS 704.7316 and the Public Utilities Commission of Nevada's regulations related to implementing the statute (LCB File No. 131-13). A third 100-megawatt Renewable Energy RFP is scheduled for 2016 for NV Energy's operating company in Southern Nevada.

Steps to Complete

Independent Evaluator

NV Energy is committed to operating an open, transparent and competitive solicitation process for the purpose of obtaining proposals that advance the intent of Senate Bill 123.

The company has retained Merrimack Energy Group to serve as the independent evaluator. The evaluator will monitor and oversee NV Energy's 2014-2015 Renewable Energy RFP process.

In consultation with the Independent Evaluator, NV Energy will identify projects that:

  • Provide the greatest economic benefit to the State of Nevada;
  • Assure the creation of new jobs in the State of Nevada; and
  • Offer the best value to customers.

  • January 26, 2015 – Issue Revised 2014-2015 Combined RFP
  • February 3, 2015 – Bidder's Conference Webinar
  • February 16, 2015 – Revised or New Bids due
  • March 2, 2015 – Initial Short List determined
  • March 16, 2015 Best and Final Pricing
  • April 20, 2015 – Final Short List determined
  • April 20, 2015 through June 15, 2015 – Negotiations with bidders
  • June 15, 2015 – Execution of Contracts
  • July 1, 2015– PUCN filing and subsequent review
